if it isn't a natural hair brush %26lt;boars hair etc%26gt; you can make a solution of half bleach and half water and soak it in that until the bristles soften up some.
Rinse it for a long time in cold water.

How about buying a boar bristle brush? They are gentler to the hair than the brush you have now. You can find them in prices ranging from about $8. to the sky is the limit.
Conair makes a decent BBB that you can pick up at a drugstore or a mart store.
The brush you are using now is likely inflicting a great deal of damage to your hair. And brushes do not curl or wave your hair. Curlers do. If you want waves and you have longer hair, braiding your hair damp and letting it dry will give you pretty waves.

You can boil the hair brush in vinegar for thirty minutes.
However, it might be worth it to get a softer brush. A 100% boar bristle brush is gentle and won't damage your hair or cause breakage like a plastic or metal brush will. That's because boar bristles are hair, and hair can't damage hair. A boar bristle brush will also distribute oil from your roots to the rest of your hair. A quality brush will have slightly stiff bristles, that are tipped with white. You can find a boar bristle brush at Target, a drug store, or a beauty supply store.
